Emil Kovalyov (Эмиль Ковалев) is a Russian politican and the Permanent Representative of Russia to the United Nations.
He voted for the disbandment of Overwatch after the destruction of its Swiss headquarters. He has spoken very negatively towards the peacekeeping organization, calling them "terrorists".
